Community Integrated Living Arrangement (CILA) is a living arrangement for adults (age 18 and older) in a group home, family home or apartment where 8 or fewer unrelated adults with developmental disabilities live under supervision of the community developmental services agency.
The Illinois Department of Human Services (IDHS) licenses Community Integrated Living Arrangement (CILA) agencies in Illinois. The IDHS Bureau of Accreditation, Licensure, and Certification (BALC) enforces the Community Integrated Living Arrangements Licensure Act.
To be eligible for a CILA program, you must:
Be at least 18 years of age
Have a mental or developmental disability
Be in need of an array of services and a supervised living arrangement.
